Digital Certificate Registration for SPP OASIS

x.509 Digital Certificates must be used to access the SPP OASIS.



Obtaining and Installing New Certificates

Federal and state commissions may obtain certificates from third party vendors at no cost. Please contact the vendor's help desk for more information.

Certificates must be obtained from an approved vendor in the following list:

  • DST Help Desk:888-248-4447
  • OATI Help Desk:763-201-2000


*Note: Customers must work entirely with the vendor to obtain, configure and manage the certificates. SPP can only receive the certificate information and configure it for access to SPP systems. SPP cannot guarantee the level of support or reliability that a customer may receive from a third party service.

Installing x.509 Certificates

  • The installation of x.509 certificates may vary with different browsers and different browser versions. Check with the certificate vendor concerning installation assistance.


Registering Certificates for Access to the SPP OASIS Node

Note: The SPP OASIS server is located at https://sppoasis.spp.org/OASIS/NODE

Visitor Level Access (Query Only)

  • All users with valid certificates from an approved vendor will be granted visitor access to SPP OASIS. There is no reason to contact SPP to register. SPP reserves the right to change this policy in the future.

Customer and Provider Level Access

  • Local Security Administrator Registration: All entities with users that require Transmission Customer or Transmission Provider level access to the SPP OASIS must complete an LSA Confirmation Form regardless of the certificate vendor chosen. Your certificate requests will not be processed without the completed form which identifies a person that is legally responsible for the management of their user's access rights to SPP systems. This form only has to be completed once per LSA, per registered entity. The LSA is responsible for the management of users and certificates on the SPP OASIS. Note: All existing registered Security Officers will be required to complete a new LSA form in the future, but may still manage certificates in the interim.


  • User Registration: These steps must be followed to register each individual user. These instructions assume that the user already has obtained and installed a certificate from an approved vendor:
    1. The USER accesses the Certificate Information Registration Page
    2. The USER, if prompted, selects the appropriate certificate
    3. The USER fills in the NERC Entity Code field with the appropriate registered entity code
    4. The USER fills in the email address field with the email address of their LSA and submits the form
    5. The LSA receives the email of the USER's request for registration
    6. The LSA forwards this email to the Node Security Administrator with the following added information:
      1. Statement that the user is approved for addition to the SPP OASIS
      2. Verification of the entity code
      3. User's name as it should appear in the OASIS
      4. Statement clarifying if the registration is a new registration or a certificate renewal
      5. Statement of access rights approved for this user if different from default Customer or Provider access rights
    7. The Node Security Administrator adds or updates the information in the OASIS
    8. The Node Security Administrator informs the LSA of registration completion
    9. The USER accesses the SPP OASIS Node using their newly registered certificate and updates their contact information by clicking the "Edit User Info" link on the bottom of the page.


Renewing Existing Certificate

Important Note: All x.509 certificates expire one year from date of issue. Renewed certificates are not identical to their predecessors and must be re-registered each time they are renewed.

Certificate renewals follow the same User Registration process listed above for new certificates with one exception: The user's name, as verified by the LSA, must match an existing user name in the system. The user may view their name as it appears in the system by accessing the SPP OASIS Node and clicking the "Edit User Info" link on the bottom of the page.
