Traditionally, buyers and sellers of electricity set the terms of a bilateral contract for the sale and delivery of electricty to customers (individuals and businesses). Grid operators can cut or curtail those transactions, if necessary, to keep the transportation system reliable. The use of curtailments works, but it is not efficient.
