Interregional Coordination
The Interregional Coordination department is responsible for several key engineering activities. It supports the Seams Steering Committee(SSC) and the System Protection and Control Working Group(SPCWG) through meeting facilitation and staff secretary roles.
The Interregional Coordination group was developed to provide a centralized effort regarding SPP's seams activities with a goal of better integrating SPP's regional and interregional activities. This effort includes development and implementation of SPP's Joint Operating Agreements (JOA), coordination on the development of interregional transmission projects, ensuring compliance with the interregional requirements of FERC Order 1000, and other functions relating to coordination between SPP and its neighbors.
Additionally the Interregional Coordination staff performs Loss of Load Expectation (LOLE) analysis and First Contingency Incremental Transfer Capability (FCITC) analysis. The FCITC analysis is performed in support of the Eastern Interconnection Reliability Assessment Group (ERAG). The LOLE is performed biennially in order to comply with NERC requests for probabilistic analysis of resource adequacy supplemental to the Long Term Reliability Assessment and to validate the capacity margin requirement as listed in the SPP Criteria.
Some employees in the group are shared staff for the SPP Regional Entity (RE), and as such the department oversees the collection of data and submittal of FERC form 715, the FERC 714 database, and portions of FERC Form 1. The group also coordinates the development of SPP's portion of the NERC Long Term Reliability Assessment (LTRA) and Summer and Winter Seasonal Assessments.
Interregional Coordination also manages the contract for Ohio Valley Electric Corporation (OVEC). Other functions performed by the group include management of the SPP Engineering organization's process and procedural documents as well as providing transmission service loss calculations to the Settlements department.
