The Engineering Administration department of Southwest Power Pool, acting as the Independent Transmission Organization (ITO), is responsible for administering the Open Access Transmission Tariff (Tariff, OATT) on behalf of Louisville Gas and Electric/Kentucky Utilities Co (LG&E/KU).

The ITO controls LG&E/KU's transmission facilities used for the transmission of electric energy in interstate commerce, and provides transmission service under the Tariff to Transmission Customers.

Additionally, the ITO is also responsible for and the authority on Transmission Planning. Engineering Administration must ensure that all Transmission Planning on the Transmission Owner's system is done on an independent, nondiscriminatory basis.
