Become a Market Participant

The SPP Integrated Marketplace includes unit commitment, which determines the most economic resources to run; provides participants with greater access to resources to meet reserve obligations; improves the ability to balance supply and demand for the entire SPP region; and facilitates the integration of renewable resources. No annual fee is required for SPP Market Participants.

Companies may register as Asset Owning* or Financial Only** Market Participants. If desired, SPP Transmission Customer registration may be included in the Market Participant process.

*Asset Owning Market Participant: An owner with load and/or generation physically or pseudo-tied within the SPP Balancing Authority area.

**Financial Only: An owner of any combination of financial assets (Virtual Energy Offer, Virtual Energy Bid, Bilateral Settlement Schedules) within the SPP Balancing Authority Area.

Market Participant Registration Process

Step 1

  • Please create a Request Management System (RMS) account (if you have not already done so). 
  • Submit an RMS ticket. 
  • Use the Quick Pick option and select “Registration Inquiry” 
  • Check the box “Include Attachment(s) (upload screen will display on submit)”.
  • Click the “Submit” button to finalize your submission.
  • Note: Attachments can be uploaded in increments of no more than three (3) attachments at one time. Additional attachments can be added (in increments of three) by going back to the attachments option in the menu field. 

Step 2

Complete both Transmission Service Agreements for the desired types of service. (If your company desires to become a Transmission Customer during the Market Participant Onboarding process) please click on Become a Transmission Customer and complete the following documents. 

  • OATT Attachment A
  • OATT Attachment B
  • A cover letter that includes a statement that your company "is an eligible customer under SPP's Open Access Transmission Tariff."
  • Financial statements, annual reports, current rating agency report from Standard & Poor's or Moody's and any other information you wish to be considered in making your credit determination.
  • A W-9 form if you company does not submit a Letter of Credit (if you send cash or wire).
  • Non-Profit Customers as defined in Section 4.2.3 of the SPP Credit Policy need to answer the Additional Not-for-Profit Questions.

SPP offers TCR Message 911 for companies who want notices sent via email and phone relating to TCR activities:

Step 6

SPP offers the ability to receive network model data (a raw data file). Each member of your company, who is requesting access, will need to complete either a Competitive or Non-Competitive Confidentiality Agreement and a Competitive or Non-Competitive Confidentiality TCR Addendum.

Step 7

Your company will need to obtain a digital certificate to access SPP OASIS. Please review the Pre-Registration Workbook for directions. Register the Digital Certificate Information to register digital certificates.
